The Honourable Franz Manderson, Deputy Governor and Head of the Public Service of the Cayman Islands, participated in the United Kingdom Caribbean Overseas Territories Public Service Summit and Leadership Conference held in the Turks and Caicos Islands from 11 – 13 June 2025.

The Summit, hosted under the Chairmanship of Her Excellency Anya Williams, Deputy Governor and Head of the Public Service of the Turks and Caicos Islands, brought together high-level leadership from all six United Kingdom Caribbean Overseas Territories under the theme “Collaboration, Innovation, Impact: Driving Public Value Together.”

Deputy Governor Manderson delivered a presentation entitled “Creating A People-Focused Culture and Exceptional Customer Service Experience,” sharing the Cayman Islands’ best practices and strategic approaches to public service excellence with fellow regional leaders.

“This Summit provided an invaluable platform for strategic dialogue and knowledge sharing among our Caribbean Overseas Territories,” said Deputy Governor Manderson. “The opportunity to exchange experiences and learn from our regional partners strengthens our collective ability to serve our people with greater integrity, efficiency, and purpose.”

The Deputy Governor also participated in the inaugural DG’s 5K Challenge, demonstrating the collaborative spirit that defines the regional partnership among the territories’ public service leaders.

The historic Summit marked the first time this important regional gathering was held in the Turks and Caicos Islands and followed the Deputy Governors and Head of the Public Service Conference held in Grand Cayman in April 2024. Taking place during a week of activities that included the Turks and Caicos Islands Public Service Leadership Forum, featuring 200 emerging leaders from across the region.

Fellow attendees included Deputy Governors and Heads of Public Service from the British Virgin Islands, Anguilla, Montserrat, and Bermuda, along with senior government officials from the host territory.

The Summit reinforced the shared commitment of the UK Caribbean Overseas Territories to excellence, adaptability, and the pursuit of meaningful public value that reaches every citizen and institution across the region.
