The Second Sitting of the Second Meeting of the 2025-2026 Parliamentary Session began promptly at 10:00 am today, Thursday 16th October 2025. 

During the sitting, 17 annual reports and papers were tabled. When tabling the Cayman Islands Health Services Authority (HSA) Annual Report 2024 and Bi-Annual Report January-June 2025, the Minister for Health, Environment and Sustainability, Hon. Katherine Ebanks-Wilks noted the reports provided a comprehensive picture of the HSA's performance and areas for reform. The Minister committed to addressing the longstanding issues identified in the report. Top priorities include increasing operational efficiency, addressing hospital capacity, and establishing a clear structure of engagement between the Ministry, the Board and senior management. 

Minister for Finance and Economic Development, Hon. Rolston Anglin tabled the Unaudited Quarterly Financial Reports for Core Government for the Three-Month Period Ending 31 March 2025 and the Six-Month Period Ended 30 June 2025. As of 31 March 2025, the Cayman Islands Government had total assets of $3.5 billion, liabilities of $1 billion, and a net worth of $2.5 billion. Cash and deposits totalled $614.6 million, consisting of $117.6 million in cash equivalents and $497 million in fixed deposits with local financial institutions. The Minister explained that the first quarter typically generates the strongest revenues and emphasised the need for continued fiscal discipline and careful monitoring of public finances for the remainder of 2025.

Two Statements by Members of Government were delivered. Minister Ebanks-Wilks gave an update on the ReGen Project, and the Deputy Governor outlined the steps the Civil Service has taken to strengthen accountability through risk management improvements.

A total of 12 Parliamentary Questions were asked to Members of the Government. When responding to a question from the Opposition, the Premier and Minister for Financial Services and Commerce, Hon. André M Ebanks, confirmed that the Cayman Islands Banking Association has updated its banking code of conduct to align more closely with the UK's customer conduct rules. Several retail banks are adopting the code this month, and the Ministry is committed to ongoing engagement with the Association and will monitor the market.

The Minister for Planning, Lands, Agriculture, Housing and Infrastructure, Hon. Jay Ebanks, answered multiple questions regarding traffic calming measures and road safety. The Minister identified traffic calming on Shamrock Drive and Selkirk Drive as top priorities for his Ministry. He noted that significant road infrastructure upgrades are planned for early 2026 in accordance with the upcoming budgeting cycle. The Minister also noted that the National Roads Authority (NRA) is responsible for specific traffic calming measures, including those currently being used on Shamrock Road in partnership with the Royal Cayman Islands Police Service (RCIPS). Looking ahead, Minister Ebanks said automated speed enforcement, including cameras, is part of an ongoing NRA strategy to address known areas that require further enforcement and traffic calming measures. A business case will be submitted in the 2026/27 budget to ensure the system is affordable and integrated with existing infrastructure. Camera placement will be based on traffic volumes and accident data, coordinated with the NRA and RCIPS, with the technical and legal framework outlined in the budget.
