Mr. Francis began his public service career in 1997 as a journalist in the Government’s Broadcasting Department.

He later transitioned to the core Ministry and served in the Portfolios of Youth, Sports and Culture for many years. He also served in the Portfolio of Adult Education. For the past three years has provided strategic leadership in the Portfolio of Ports and Trade Development.
