Ms. Watoya Stewart is the Chief Human Resources Officer for the Ministry of Tourism & Trade Development. She has built her career within the Cayman Islands Civil Service, holding a range of HR roles across several Ministries, including the Ministry of Planning and the Ministry of Education.

In her current role, Watoya provides strategic oversight of human resources across the Ministry and its associated entities. She leads the overall human resources strategy for the Ministry, working alongside senior leadership to ensure organizational stability, capability, and growth. Over the course of her career, she has developed extensive experience across the field of human resources, with a consistent focus on strengthening organizational effectiveness and workplace culture. She is especially passionate about leadership development and creating work environments where individuals feel supported, valued, and equipped to grow.

Watoya holds a Master of Science in Human Resource Management and is committed to continuous learning and progressive HR practices. Outside of her professional responsibilities, she enjoys travelling and spending time with family.
